This is official description

GTA2 expanded on the top-down, open-ended crime world gameplay formula with a host of new features including the advent of multiple rival gangs – seven, to be exact, including the Yakuza, Scientists, Looneys, Rednecks, Zaibatsu, the Russian Mob and Hare Krishnas. Earn your respect with each gang. Reap the benefits with all manner of shady work-for-hire gigs contracted your way. And climb your way to the top of the criminal pile.
 
The following review written by one of the Software Informer contributors applies to version 1.0

Respect is everything, that was the slogan for the game when it was released. This was the second game in the GTA series, however in this game you can start to see some features that will develop into the more advanced games of the series. GTA 2 is still played in a top down point of view, just like the first one; however, this game was not set in a real life city like the others. The whole atmosphere is futuristic but classic at the same time, however this doesn't affect anything in the gameplay. The graphics look sharper than in the first game as well as the effects.

In terms of missions and surprises, this game definitely goes better than the first in the series: you still have to steal cars, fire guns and spread havoc, but you also have to mind your respect rating for each gang. You know what they say - you can't always please everyone, but you can always blow them to Kingdom Come. The game for some weird development reason looks a bit purple all the time, however its nothing that you can be concerned of. This game is definitely a classic and fun is guaranteed when playing it.
